High reliability electronics pose a higher risk of failure when operating in harsh environments such as high-temperature and high-humidity. Add the possibility of ionic contaminants left on the substrate surface from the electronics manufacturing processes and the result is a situation set for failure. One common test standard used to evaluate the effects of assembly materials and manufacturing processes (i.e. residual materials) for hardware operating in hot, humid environments is the Surface Insulation Resistance (SIR) test.
This paper will study a customized test protocol designed to environmentally stress screen conformal coatings for their ability to withstand moisture ingression and protect the conductors from moisture-related failures such as corrosion and dendritic growth formations. The analysis of data captured from continuous voltage monitoring (for dendritic growth/shorts) in addition to traditional SIR testing will provide the manufacturing engineer the necessary data to evaluate and identify the optimal material set and process parameters to manufacture high reliability electronics for operation in harsh environments.
Casey is involved with the development of Imbedded Component/Die Technology (IC/DT®) at STI and its implementation into military, aerospace, and commercial applications. Mrs. Cooper has over nine years experience with microelectronics packaging beginning with her involvement at the Center for Advanced Vehicle Electronics (CAVE) as a co-op student while studying Electrical Engineering at Auburn University. She also served as an intern for the Microelectronics Technology group at Harris Corporation in Melbourne, FL, where she was involved with the redesign of a Multi-Chip Module LTCC layout.

STI Electronics, Inc., a full service organization providing training, electronic and industrial distribution, consulting, laboratory analysis, prototyping, and small- to medium-volume PCB assembly, announces that Mel Parrish, FSO/Director of Training Materials, will chair the 7-30 Product Assurance Committee meeting at the upcoming IPC APEX EXPO, scheduled to take place April 12-14, 2011 at the Mandalay Bay Resort & Convention Center in Las Vegas. The meeting will be held during the Management Session of the Standards Development Meetings, which will take place Monday, April 11, 2011 at 8 a.m.
This is a planning meeting for all task group and subcommittee leaders of the Product Assurance Standards Committees. It allows the group leaders to discuss common issues, request and provide coordination or assistance for these essential IPC documents.
Mel chairs the IPC Product Assurance General Committee, responsible for the oversight of documents such as IPC-A-600, IPC-A-620 and IPC-A-610. Parrish has been a member of the TAEC and Committee Chairman Council (CCC) for more than ten years, and is past recipient of the IPC President’s Award in recognition of his leadership and technical contributions.
After retiring from his work as an electronics curriculum designer for the Air Force, Parrish continued to work with standards development and training as President of Manufacturing Technology Training Center (MTTC) and worked with the Navy at China Lake during the generation of WS-6536 through MIL-STD-2000. In addition to his IPC Master Instructor status for IPC-A-610, IPC-A-620, J-STD-001, Parrish has previous DoD certifications for WS-6536, DOD-STD-2000 and MIL-STD-2000.
Complementing his expertise in electronics manufacturing, Parrish has more than 30 years of experience in workforce development, skills standards, curriculum design and development, and management for electronic technology and production disciplines.

Pat takes care of our customers and makes sure that their expectations are met and exceeded. Pat also has been instrumental in the curriculum development that STI has done over the last several years with IPC. Pat is a tremendous asset to STI and we are sure that Pat will continue to be a key part of the company in the future,” said Diana Bradford, Vice President of Training Resources/Operations.
As Director of Training Services, Pat is responsible for keeping STI and the training staff up to date on IPC standards/specifications/training curriculum changes and updates. Pat also communicates with customers regarding their training needs and presents them with the best solutions possible.
The Training Services Division is an Approved Training Center for Instructor (CIT) and Operator/Inspector (CIS) courses for all of IPC’s training and certification programs as well as an approved Marshall Space Flight Training provider for NASA related courses. Ray Cirimele

Cirimele joins STI’s Training Services Staff as a Master Instructor teaching IPC Certification Courses (IPC-A-610, IPC J-STD-001and IPC-7711/7721) as well as other electronics manufacturing related courses.
Cirimele served in the U.S. Navy from 1978 to 1988. During this period of time Ray completed his degree in Technical Education (with honors) and became an instructor for one of the Navy’s most advanced sonar systems. Ray also completed the Navy’s Miniature/Microminiature (2M) repair training.
After the Navy, Cirimele began work at the Naval Weapons Center at China Lake. While working in the Soldering Technology branch, he was involved in the review and evaluation of requests for waivers and deviations on sophisticated weapons systems (Harpoon, Tomahawk, HARM, etc.). Ray was also an instructor in the DOD soldering school and taught WS-6536 certification and other classes.
Ray continued to work in the defense industry as a skills instructor and process auditor with Northrop in southern California. While there, Ray was involved in the B-2 Stealth Bomber program. He continued his relationship with the DOD when he went to work for the Electronics Manufacturing Productivity Facility (EMPF) in Indianapolis.
Since then, Ray has held various positions as Training Director and Operations Manager. Ray was the 2nd instructor to complete the very first IPC training program and has been heavily involved with the certification programs ever since. Ray is an international speaker in electronics manufacturing, an expert in BGA rework, has published many articles, and as an active member of the IPC has received several awards for his involvement on IPC training videos as technical content advisor.
“Ray’s extensive experience in Technical Training and Curriculum Development along with his background in Electronics Manufacturing will be a tremendous asset for the students and customers STI serves. Tom will be selling all of STI’s products and services to the Southeastern United States. He brings with him over 20 years experience in the electronics manufacturing industry. Tom holds a Marketing Degree from Jacksonville State University.
